Pakistani internally displaced people from the tribal region of Bajur walk a long a muddy street after a storm at the Jalozai refugee camp near Peshawar, Pakistan. U.S. efforts to pump millions of aid dollars into northwest Pakistan and dry up support for the Taliban and al-Qaida have barely begun because of attacks on development workers, fears of corruption and dragging bureaucracy.
